My father always instilled in me the Japanese saying that Buddhism, in Japan, is a philosophy and not a religion. Shinto is what he considered to be the "belief system" of Japan.

I believe the separation between Christian belief and Buddhist belief is what many Japanese wish to convey when they insist that Buddhism is a philosophy. Many will further insist that Buddhism isn't even a philosophy. Again, I believe this is because many wish to keep clear the separation between Christian faith and Buddhist history.
